A bookkeeper in Martin County named Alexandra Delacaridad Gonzalez was hired to manage HOA finances. What she actually did was write checks to herself. Five times a week. She started at $2,000 a pop. Then bumped it to $5,000. Forged signatures, created fake invoices, and made it all invisible on paper. By the time anyone caught on she'd stolen $200,000. Spent it on plastic surgery, Disney World, trips to New York City, and luxury travel. She's now facing 124 felony charges. And the sheriff had to tell homeowners there's nothing left to recover. So they get to pay higher dues to cover what she stole. She robbed them once when she stole it. And now they’re getting screwed again.

That's not even the biggest HOA fraud in Florida history. That title belongs to Marglli Gallego, who ran the Hammocks HOA in West Kendall, covering 18,000 residents in Miami-Dade. The Miami-Dade State Attorney called it one of the largest HOA frauds in United States history and said Gallego ran the place like an organized crime syndicate. Fake companies. Fake invoices. Her husband alone collected over a million dollars for work that was never done. When residents tried to vote the board out, someone called in a fake bomb threat to shut down the recall election. Eleven million dollars gone. On April 30th Gallego pleaded guilty to racketeering and got seven years in prison. Her husband got probation and $50,000 in restitution. On an $11 million fraud!!

Then there's Irena Green in Hillsborough County. Handcuffed during a traffic stop. And seven days in jail with no bond. Over brown grass. Her county had mandatory water restrictions and a big tree was blocking the sun. The HOA fined her anyway and took her to court. She missed a hearing she says she was never notified about. After the story went national, the HOA's attorney filed a foreclosure lawsuit against her. Not over her mortgage. Over $65 a month in dues. The bill was $12,295. Nine thousand four hundred dollars of that was attorney fees. She lost her job caring for her sick mother. She went from brown grass, to jail, to losing her house. And if you think you can just avoid all this by buying outside an HOA, there’s about 50,000 HOAs in Florida right now. About 45% of all homes in this state are inside one.

DeSantis did get something done. In 2024 he signed HB 1203, which for the first time allows board members to face criminal charges and removes them from office the moment charges are filed. Real progress. But laws only catch criminals after the damage is done.

The good news is four simple rules could stop the theft before it starts.

1. Two signatures on every check over $1,000.

2. Bank statements sent directly from the bank to your treasurer every month.

3. No new vendors added or paid without full board approval.

4. Split the financial duties so no one person controls the whole chain.

Ask your board if these are in place. If they're not, show up to the next meeting and make it happen.
